Ah, ok, as for the number swap, IDK why they're doing that. Penske might have always wanted #22 for it's second car. He didn't add that car till like 1998, by that point Bill Davis had the number already. Now that Davis shut down his team, the numbers free. Penske probably wanted to wait on the number swap till a sponsor change though, so 2011 was the perfect time. Now we need to examine the driver swap.
edit: I got a theory on that too. Busch was a former Pennzoil driver at Roush, while Kez drove for Quacker State sponsored Hendrick Motorsports, and Hornish drove the Mobil 1 car. That former relationship with Busch might be their reason for choosing him. Pennzoil probably didn't want to just be a sponsor on select races on Busch's car though, they wanted a full season, so that's why they did the driver swap. The #12 was unsponsored still for next year.
